To count for the UK charts, a single must be registered to a unique catalogue number which is then forwarded to the UK charts company. Any single bearing the code counts for that single's position in the charts. Occasionally, a record company may want (for various reasons - including that they want to 'clear the way' for a new single) may 'delete' the single, this is another way of saying that they ask the UK charts company to stop counting singles sold with that catalogue number. Under the present UK chart rules, a single can continue to be in the charts 2 weeks after it is 'deleted', that is, after the record company makes the request. What this means in practice for TGTB&TQ is that the record company doesn't mind it charting (it'll be a single not an EP by the sounds of it, else the deleting thing would be unnecessary, because it wouldn't chart at all) but they want it out the charts in 3 weeks. Additonally, a single can enter the chart a week before its physical release date, if it's released as a digital single before then.
